[Princeton neuroscientist Michael Graziano] proposed that a particular region of the neocortex models attention, similar to how somatic regions of the neocortex model the body. He proposes that the brain’s model of attention leads us to believe we are conscious, in the same way that the brain’s model of the body leads us to believe we have an arm or a leg. I don’t know if Graziano’s theory is correct, but to me, it represents the right approach. Notice that his theory is based on the neocortex learning a modelof attention.
